Dear Fr. Kevin,
Reference to the consultation you had regarding how to begin the cause of beatification/canonization of Fr. Aloysius Ellacuria, CMF, my opinion is the following:
1. It is convenient that the actor of the cause be an institution, or a group of the faithful, that offers a certain stability over time. Although a single person could initiate a cause, it wouldn't be convenient because of time and cost. The groups or associations which were closest to Fr. Aloysius should be motivated to take interest in the opening of a cause of beatification.
2. An important means is to offer to these groups or individuals information about the life and works of Fr. Aloysius and create meeting environments where the faithful can reflect over the person of Fr. Aloysius and his significance for the Church and the world of his time.
3. In my opinion, you should gather all the documentation possible about Fr. Aloysius and then publish an exhaustive report of all this documentation. This would not be a published book, but only a few copies for those interested collaborators and institutions most interested.
4. In tandem to the exhaustive study, you should publish, printed and in an agreeable style, a biography about Fr. Aloysius. This biography should short, which can be read in a short amount of time. The exposition should be as objective as possible, but care should be taken that it is enjoyable so that it would interest those who are reading it, so they can see in Fr. Aloysius a man of God and a man among men.
I believe what I indicated above is sufficient work. I ask Our Lord that He illuminate and help you in your endeavor.
With great affection,
(signed)
